Steuben County 2026 Tax Bills: Angola and Lake Property Owners

Steuben County 2026 tax bills are out. Angola, Pleasant Lake, Orland, and the chain lakes. What lake-property owners need to verify before the May 11 spring deadline.

By AribaTax Team

Steuben County is the northeast corner of Indiana — Angola at its center, Lake James and the chain lakes wrapping the western half of the county, and a steady current of seasonal and out-of-state lake-property owners producing one of Indiana's most distinctive residential markets. The 2026 tax bills are now in mailboxes, with the spring installment due May 11, 2026 and the fall installment due November 10, 2026. As a reminder common to Steuben County practice, no second statement is mailed for the fall installment — owners should keep the spring statement for both due dates.

For lake-property owners — particularly the substantial second-home population on Lake James, Crooked Lake, Lake Pleasant, and the chain — the 2026 cycle deserves a careful look. Lake-area sales evidence drives the trending model for waterfront parcels, and small sale populations can produce large AV swings.

Steuben County 2026 calendar. Tax bills mailed; spring installment due May 11, 2026; fall installment due November 10, 2026. No second statement for the fall installment — keep your spring statement. Form 11 notices typically follow in May. Form 130 appeal deadline: June 15, 2026, or 45 days after the Form 11 mailing date.

Steuben County's Three Submarkets

Steuben County contains three meaningfully different residential markets, and each one tells a different 2026 story.

1. Lake James and the Chain Lakes

The largest and most active lake market in northeast Indiana. Lake James is the centerpiece; Crooked Lake, Snow Lake, Lake Gage, Pleasant Lake, and the smaller chain lakes carry waterfront and water-access parcels priced well above county-median residential. Comparable-sales evidence is concentrated and small — meaning a handful of high-end transactions can move the AV picture for an entire neighborhood code.

2. Angola (City of)

The county seat and home of Trine University. Standard small-city residential plus rental stock around the campus. Tax rates here are above the rural-township average due to city services and school referenda. Rate variation matters: the 0.49% rate band reported for some Pleasant Lake-area districts versus the higher Angola city rates produces meaningful bill differences for similar AVs.

3. Rural and Agricultural Townships

The eastern half of the county is agricultural and rural-residential. Farmland base-rate movement drives AV here more than residential sales comps.

What to Verify on a Steuben County Form 11

The statewide Form 11 walkthrough covers the basics. Steuben-specific items to check:

Lake Frontage Coefficients

Waterfront parcels carry coefficient codes that translate frontage feet, water access type, and lake-quality designation into a land-value premium. A coefficient that updated in error between cycles can produce a major land-side AV swing. Pull the prior year's notice and compare the land-value line item.

Water Access vs. Water Frontage

A "water access" parcel (deeded easement to the lake but no actual frontage) and a "water frontage" parcel (lakeshore on the deed) are valued very differently. A deed-update or coefficient mistake can cross-classify these. Verify the access-type code on the notice matches the actual deed.

Second-Home Status and Homestead Filing

A large share of Steuben County lake parcels are second homes. Second homes don't qualify for the homestead deduction, the 1% cap, or the SB 1 $300 homestead credit. If a parcel was converted between primary residence and second home during 2025, the assessor needs the correct status before the 2026 roll closes.

Cottage Class and Condition

Lake cottages frequently carry improvement class codes that don't reflect actual condition. A 1950s-era cabin with original windows and dated systems assessed at the typical-condition cost table will be over-valued. Photographs of condition deficiencies are the strongest appeal evidence.

Trine-Adjacent Rentals

Around Trine University, single-family-to-rental conversions sometimes don't update class code and homestead status concurrently. A property used as a student rental but still coded homestead invites an audit; one used as a homestead but coded rental loses the SB 1 credit and the 1% cap.

Filing a Steuben County Appeal

Form 130 petitions are accepted at the Steuben County Assessor's office in Angola. Practical filing notes:

  1. One Form 130 per parcel. Lake-front lots in common ownership still get separate filings.
  2. Use same-lake comparables when possible. Sales on the same lake (or a lake of similar size and quality) carry the most weight. Cross-lake comparables are weaker.
  3. For condition appeals, photograph aggressively. Roof, dock, septic, foundation, deferred maintenance.
  4. Track acknowledgment in writing within 30 days. Follow up before day 45 if it doesn't arrive.
  5. Pay during pendency. Indiana law requires payment of the prior year's tax × current rate while a petition is open.

Full process detail — PTABOA hearing prep, settlement negotiations, escalation to the Indiana Board of Tax Review — is in the appeal guide.

SB 1 and Steuben County Homesteads

The 10% / $300 supplemental homestead credit appears on 2026 spring bills as a new line item below the cap calculation — but only for properties properly filed as homesteads. Lake cottages used as second homes do not qualify. A Lake James second home with a $400K AV does not see the $300 credit; an Angola city homestead with a $180K AV typically does.

When to Appeal a Steuben County Lake Parcel

Three signals that appeal is likely worth filing:

  1. AV grew faster than same-lake sale comparables justify. The trending model uses a small sale population on most lakes; one outlier sale can push the entire neighborhood's AV.
  2. Land-coefficient changes appear on the notice without an obvious cause. Coefficient drift is correctable.
  3. Improvement class doesn't reflect actual condition. Documented with photos.

In-town Angola homestead owners face a more standard appeal calculus — the statewide appeal guide walks through the same checklist that applies to most Indiana cities.
