Indiana Homeowners Insurance Premiums and Escrow Shortages Ahead of 2027

Indiana homeowners insurance premiums keep climbing while SEA 1 trimmed many tax bills. How rising premiums create escrow shortages, what RESPA lets your servicer collect, and how to check both lines before your 2027 escrow analysis.

By AribaTax Team

If your mortgage payment went up this year even though your Indiana property tax bill went down, check the insurance line in your escrow account. Indiana homeowners insurance premiums have risen for several years, and when a renewal comes in higher than your servicer projected, escrow runs short. Federal rules control how that shortage is collected.

Property taxes moved the other way for many homesteads. SEA 1 added a credit of 10% of the homestead bill, capped at $300, starting with pay-2026 bills. So the two halves of escrow are now pulling in opposite directions, and the net effect on your payment depends on which one moved more.

How Much Indiana Homeowners Insurance Premiums Have Risen

The numbers from the past year of reporting:

  • About 16% from 2021 to 2024 for a typical Indiana homeowner, according to a Consumer Federation of America analysis cited by Mirror Indy in August 2026.
  • $2,023 average annual premium in 2025, 17.5% above the 2023 state average, per Insurify's 2026 homeowner report. The report modeled a policy with about $322,000 in dwelling coverage and projected another 3% increase in 2026, to $2,082.

The main driver is hail. Indiana had the third-most hail events of any state in 2024 (Insurify), and Mirror Indy reports that replacement costs for property losses rose 45% from 2020 to 2023, citing U.S. Treasury data. On March 18, 2026, the FHFA announced that Fannie Mae and Freddie Mac will accept actual-cash-value roof coverage. That means a lower premium, but a bigger out-of-pocket cost after a hailstorm. How a Premium Increase Becomes an Escrow Shortage

Escrow is governed by RESPA's Regulation X, 12 CFR 1024.17:

  • Annual analysis. Your servicer projects the coming year's tax and insurance payments, sets your monthly escrow amount, and must send you an annual escrow statement within 30 days after each computation year ends.
  • Cushion cap. The servicer may keep a cushion of no more than one-sixth of estimated annual disbursements, which is about two months' worth.
  • Shortage of one month's escrow payment or more. The servicer can let it stand or spread it in equal monthly payments over at least 12 months. It cannot demand a lump sum, though you can choose to pay one.
  • Shortage smaller than one month's payment. The servicer can let it stand, require repayment within 30 days, or spread it over 12 or more months.
  • Surplus of $50 or more. The servicer must refund it within 30 days of the analysis if you are current on the loan.

Hypothetical example (round numbers, not a real bill): your servicer projected $1,800 for insurance, and the renewal came in at $2,100. The $300 gap becomes a shortage. Spread over 12 months, that adds $25 a month. The new $2,100 projection adds another $25 a month ($300 ÷ 12). Your payment rises about $50 a month for the year, then falls back by $25 once the shortage is paid off.

Where SEA 1 Tax Changes Offset (or Don't)

How lower pay-2026 bills reach your payment is covered in our SEA 1 escrow guide. Here is what changes in 2027.

For pay-2027 bills, the homestead standard deduction drops from $48,000 to $40,000 (IC 6-1.1-12-37). The supplemental deduction rises from 40% to 46% of the remaining assessed value (IC 6-1.1-12-37.5(c)). On a hypothetical home with $250,000 of gross assessed value and no change in value:

  • Pay-2026: $250,000 − $48,000 = $202,000; 40% supplemental = $80,800; net AV $121,200
  • Pay-2027: $250,000 − $40,000 = $210,000; 46% supplemental = $96,600; net AV $113,400

With assessed value held flat, net AV falls for any homestead above $120,000 of gross AV, where the two formulas break even. Your actual bill still depends on your 2026 assessment, local rates, the 1% homestead cap (IC 6-1.1-20.6), and the $300 credit. See the 2026-2031 phase-in chart.

Warning

Rentals and second homes get no homestead deduction or SEA 1 credit, so an insurance increase on a rental lands in escrow with nothing to offset it.

How to Read Your Escrow Statement and Check Each Line

  1. Find the insurance disbursement. Compare it with your declarations page. If the servicer paid a premium you didn't expect, ask whether it was your renewal or lender-placed coverage.
  2. Check the projected tax disbursement against your county bill. Pay-2027 installments are due May 10 and November 10, 2027 (IC 6-1.1-22-9). See when Indiana property taxes are due and how to read your tax bill. Confirm the homestead deduction and the $300 credit appear on the bill.
  3. Check the cushion. It should be no more than one-sixth of total annual disbursements.
  4. Check how the shortage is being collected. If it equals one month's escrow payment or more, it must be spread over at least 12 months unless you choose to pay it at once.

Servicers face the same timing problem at scale; see property tax data for lenders and escrow servicers.

Shop the Policy, Then Re-Run the Analysis

  • Get several quotes before renewal. Carriers price the same house differently. Ask each one whether roof coverage is replacement cost or actual cash value, and check the wind/hail deductible.
  • Look up the rate filing yourself. Insurers' rate and form filings with the Indiana Department of Insurance are free to search through SERFF Filing Access (IDOI public access page). If you have a dispute with a carrier, you can file a complaint through IDOI Consumer Services.
  • Fix the property record. Insurers use building characteristics that often come from county records. If storm damage reduced your home's value, read how storm damage affects reassessment.
  • After switching carriers, send the new declarations page to your servicer and ask for an updated escrow analysis so a lower premium shows up in your payment.

Before Your 2027 Escrow Analysis

  1. Pull your last escrow statement, your insurance declarations page, and your pay-2026 tax bill.
  2. Get renewal quotes 30 to 45 days before your policy renews.
  3. Confirm your homestead deduction and credit on Property Lookup.
  4. If a shortage notice arrives, check the cushion and the repayment schedule against 12 CFR 1024.17.
  5. If you're an insurer or agent, Insurance Underwriting Data provides parcel-level building characteristics for underwriting.
